Roof Replacement of Building No. 3

INVITATION TO BID
Sealed Proposals for the Roof Replacement of Building No. 3 Project will be received by Upper Saucon Township, Lehigh County until 10:00 a.m. prevailing time on Thursday, June 21, 2018. At that time, proposals will be publicly opened and read aloud at the Upper Saucon Township office, 5500 Camp Meeting Road, Center Valley, PA 18034.

A mandatory pre-bid conference will be held at 1:00 p.m. at the Upper Saucon Township office, 5500 Camp Meeting Road, Center Valley, PA 18034 on Wednesday, June 6, 2018. All prospective bidders are encouraged to attend. Final questions are due no later than 12:00 p.m. Thursday, June 14, 2018. A final addendum will be issued by 5:00 p.m. on Friday, June 15, 2018.

The Work will include, but will not necessarily be limited to, providing all equipment, materials, labor, supervision, and testing services for the proposed roof replacement work for Building No. 3 near the Saucon Township Municipal Office complex and other any work as further described in the Contract Documents.

One (1) complete set of Bidding Documents may be obtained at the office of Hanover Engineering Associates, Inc., 252 Brodhead Road, Suite 100, Bethlehem, PA 18017 during regular office hours. A non-refundable fee of $30.00 shall be paid for each set of documents; checks made payable to Hanover Engineering Associates, Inc.
This Project is subject to the Pennsylvania Prevailing Wage Act conditions.
This Project is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions.

This Project is subject to Pennsylvania Act 287 of 1974, as amended by Act 172 of 1986, as amended by Act 38 of 1991, as amended by Act 187 of 1996.
This Project is subject to the Trade Practices Act of July 23, 1968, P.L. 686 (81 P.S. 773.101 et seq.)

This Project is subject to the Public Works Employment Verification Act.
This Contract is subject to Pennsylvania Human Relations Act 222 conditions.
This Contract is subject to the non-discrimination in Employment/Contract Compliance Regulations Conditions.
Each proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier’s check, or other security acceptable, to the Owner in the amount of 10% of the total Base Bid. Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law, and may not be withdrawn during this period. Bidders must Bid on all items listed on the Bid Form.
Upper Saucon Township reserves the right at its option to waive any informalities, irregularities, defects, errors or omissions in any or all of the Bids and to accept or reject any or all parts of the Bids which in its judgment is in the best interest of the Township.

Oakhurst Stormwater Outfall Stream Conveyance System

Sealed Proposals for the creation of the Oakhurst Stormwater Outfall Stream Conveyance System will be received online via the PennBid Program by Upper Saucon Township, Lehigh County, until 10:00 a.m. prevailing time on Thursday, July 19, 2018. At that time, proposals will be publicly opened and read aloud at the Upper Saucon Township office, 5500 Camp Meeting Road, Center Valley, PA 18034.

A mandatory pre-bid conference will be held at 1:00 p.m. at the Upper Saucon Township office, 5500 Camp Meeting Road, Center Valley, PA 18034 on Thursday June 28, 2018. All prospective bidders are required to attend. Final questions are due no later than 12:00 p.m. Thursday, July 5, 2018. A final addendum will be issued by 3:00 p.m. on Thursday July 12, 2018.

The Scope of Work will include, but not be limited to, providing all equipment, materials, labor, supervision, and testing services to create a series of pools as depicted on the design plans to create a wetland habitat and riparian plantings. Local dolomitic cobbles and boulders will be used to establish the proposed stream bottom and boundary of plunge pools, and to protect against scour and erosion. In addition, select tree removal and replacement will be required, a combination of rock toe and biodegradable soil lifts/fabric will be complemented with a mix of native seed, dormant stakes, and container plants. The proposed improvements and other work are more fully described in the Contract Documents.
