APPEAL NO. 2023-11 – Karl Kaelin (Applicant), 247 Merrick Road, Suite 101, Lynbrook, NY 11563 and 3501 Owner LLC (Owner), 3501 Corporate Parkway, Center Valley, PA 18034. APPEAL NO. 2023-09 – James & Mary Ellen Donovan (Property Owners/Applicants), 4369 Stonebridge Drive, Bethlehem, PA 18015. The property identified as Tax map Parcel No. 642547383990 1, also known as 4369 Stonebridge Drive, Bethlehem, PA 18015, is 0.14 acres in size and located in the Open Space Residential (OST) & Age Qualified Community (AQC) Overlay Zone. The applicant seeks an interpretation that a patio is entitled to reduced setbacks per Section 214.C.5. In the alternative, the applicant requests variances from Section 214.C.4 to permit construction of a 433 sq. ft. patio with a 6.7’ rear yard setback where 15’ is required and to authorize construction of the patio and a 280 sq. ft of walkway with a proposed impervious coverage of 61.2% where a maximum impervious coverage of 50% is permitted.

APPEAL NO. 2023-12 – BWL Property Holdings LLC (Property Owner/Applicant), 751 Lake Avenue, Greenwich, CT 06830. The property identified as Tax map Parcel No. 642547226583 1, also known as 4467 Stonebridge Drive, Bethlehem, PA 18015, is 0.19 acres in size and located in the Open Space Residential (OST) & Age Qualified Community (AQC) Overlay Zone. The applicant requests a variance from Section 214.C.4 to permit construction of a 200 sq. ft. patio extension with a 12.5’ rear yard setback where 15’ is required.

APPEAL NO. 2023-13 – Susan Yee (Property Owner/Applicant), 4615 Old Saucon Road, Bethlehem, PA 18015. The property identified as Tax map Parcel No. 642536945659 1, also known as 4615 Old Saucon Road, Bethlehem, PA 18015, is 0.20 acres in size and located in the Open Space Residential (OST) & Age Qualified Community (AQC) Overlay Zone. The applicant requests a variance from Section 214.C.4 to permit construction of a 350 sq. ft. patio with a 10.8’ rear yard setback where 15’ is required.

APPEAL NO. 2023-14 – Keith & Milissa Hoeing (Property Owners/Applicants), 2260 Bishop Road, Allentown, PA 18103. The property identified as Tax map Parcel No. 640444988825 1, also known as 6186 Vera Cruz Road, Center Valley, PA 18034, is 18.89 acres in size and located in the Agricultural Preservation (AG) Zone. The applicant seeks Special Exception approval to permit Adaptive Re-Use of an Agricultural Building by establishing a Contractor Office and Storage use within an existing barn building subject to the provisions in Sections 201.C, 401 and 804.C.2.

Severe Weather – August 7, 2023

Upper Saucon Township experienced significant storm damage last evening. All Township resources are working with PPL, PennDOT and other agencies to clear roads and make repairs to damaged infrastructure.

DANGER – Do not go near any downed wires – data lines may be energized and utility companies may unexpectedly re-energize downed wires.
Due to trees and wires down (possibly live), the following roads are closed. All proper authorities have been notified and we are working diligently with them to restore access:

1. South Pike Ave (RT 145) between Oakhurst Dr and East Rock Rd
2. Route 378 between Saucon Valley Rd and Old Bethlehem Pk
3. Lanark Rd between West Valley Rd and West Hopewell Rd
4. Saucon Creek Rd between Route 378 and Saucon Valley Rd
5. Chestnut Hill Rd between West Hopewell Rd and Applebutter Hill Rd
6. East Valley Rd between Route 309 and East Valley Rd
7. Spring Valley Rd between Washington Ln and the Saucon Rail Trail
Due to power outages, multiple traffic signals are running on generator power.

We are aware of extensive damage in the Afton Village Subdivision and surrounding areas. Our crews are working to clear debris from Upper Saucon Township roadways. Homeowners should report damage to their insurance companies.

Please report power and utility outages directly to your service providers. Upper Saucon Township is unable to assist you with restoring electricity or other wired/wireless utility service.

APPEAL NO. 2023-07: – Patrick & Renee D’Amico (Owners/Applicants), 3593 Stonegate Drive, Center Valley, PA 18034. The property, identified as Tax Map Parcel No. 641580723664 1 also known as 3593 Stonegate Drive, Center Valley, PA 18034, is .48 acres in size and is located in the Suburban Residential (R-2) Zone. The applicant seeks a variance from Section 472 to permit a component of a Residential Swimming Pool (equipment pad) to remain with a 10’ side yard setback where a minimum side yard setback of 15’ is required.

APPEAL NO. 2023-08: – Saucon Valley Country Club (Owners/Applicants), 2050 Saucon Valley Road, Bethlehem, PA 18015. The property, identified as Tax Map Parcel No. 642588376394 1 also known as * Weyhill Farm Road, Bethlehem, PA 18015, is 24.81 acres in size and is located in the Open Space Residential (OSR) Zone. The applicant appeals the July 6, 2023 determination of the Zoning Officer and seeks Special Exception approval to expand an existing non-conforming use (Guest House) by modifying a previously approved project from ZHB Appeal 2022-03 (April 4, 2022) from three (3) cottage buildings with twenty-four (24) lodging rooms to two (2) cottage buildings with sixteen (16) lodging rooms and the same amount of square footage of building area.

APPEAL NO. 2023-10: – JK Young Partners LP (Owner/Applicant), 4025 W. Hopewell Road, Center Valley, PA 18034. The properties, identified as Tax Map Parcel Nos. 641478253654 1 & 641478162745 1 also known as 4750 & 4782 PA Route 309, Center Valley, PA 18034, contain a total of .80 acres in size and are located in the Suburban Residential (R-2) Zone. The applicant requests variances from Sections 212.B-D to establish a Medical Office use, a use not permitted in the R-2 Zone, Section 212.H (as amended by Ordinance 141-K) to create a new lot that does not meet the minimum lot size (.80 acres proposed and 1.00 acres required), exceeds the maximum impervious coverage (58% proposed and 30% maximum permitted) and does not meet the front yard setbacks from PA Route 309 and W. Hopewell Road for an existing structure/building addition and parking lot (0’ – 42’ provided and 50’ required).

PUBLIC NOTICE: Administration & Finance Committee of the Upper Saucon Township Board of Supervisors

The Administration & Finance Committee of the Upper Saucon Township Board of Supervisors will meet on Wednesday, August 9, 2023 at 10:00 am in the Township Municipal Building, 5500 Camp Meeting Road, Center Valley, PA. The purpose of the meeting is to hold preliminary discussions on the proposed 2024 Township Budget.

Public Notice

Notice is hereby given that the Board of Supervisors of Upper Saucon Township, Lehigh County, Pennsylvania, will hold a public hearing on the 24th day of July 2023, commencing at 6:30 p.m. at the Upper Saucon Township municipal building located at 5500 Camp Meeting Road, Center Valley, Pennsylvania, to take evidence and public comment and input concerning the following:
STACK – Center Valley & Old Beth Pike, LLC Application for Conditional Use Approval – The application of STACK – Center Valley & Old Beth Pike, LLC (“Applicant”) proposes the construction of a mini-warehouse, as that use is defined in the Zoning Ordinance, and related site improvements on an approximate 4.55-acre tract located along the east side of PA Route 378, south of Preston Lane. The site is located in the Township’s Commercial Zoning District with Lehigh County parcel identification number: 642435296286-1. The Applicant requests Conditional Use approval pursuant to Sections 462, relating to Mini-Warehouses, and 905, relating to Conditional Uses, of the Upper Saucon Township Zoning Ordinance of 2009, as amended.

Seeking Applicants for Solehi Public Library Board of Directors

Upper Saucon Township is seeking applicants for appointment as Township Representatives for the Southern Lehigh Public Library.  

Southern Lehigh Public Library (SLPL) is governed by a nine-member Board of Directors whose members are appointed by
Upper Saucon Township (5 members), Lower Milford Township (1 member), Coopersburg Borough (1 member), and Southern
Lehigh School District (2 members). Each appointee serves a three year term, January 1-December 31, and may seek reappointment to one additional consecutive three-year term. 

Board meetings are held monthly at SLPL on the third Tuesday at 6:30PM and typically last about two hours; regular attendance
is mandatory. Board members may be asked to attend committee meetings, municipal or school district meetings, Friends of
SLPL meetings and events, library-organized events, or other community presentations.

Drought Watch

DEP Acting Secretary Rich Negrin, on behalf of Governor Josh Shapiro, announced drought declarations on June 15, 2023. All 67 Pennsylvania counties are in Drought Watch.

The declarations are in response to low stream flows, declining groundwater levels, and, persistent precipitation deficits.

We encourage you to visit the PA DEP website for Drought Information.  The website also either provides links to information that is useful for monitoring conditions in your area or educating residents on various methods of conserving water. 

Remember, in a drought watch, we should all be seeking to reduce water use by about 5 percent through voluntary conservation measures.
