NOTICE TO CONTRACTORS

Upper Saucon Township will receive sealed proposals for furnishing and delivering water meters and meter readers at Upper Saucon Township, Lehigh County, Pennsylvania. Meters shall be Invensys with Touch Read, Meter Readers shall be Sensus Metering System. Proposals will be received by the undersigned until 3:00 PM (Prevailing Time), Tuesday, February 16, 2010 at the Upper Saucon Township Municipal Building, 5500 Camp Meeting Road, Center Valley, Pennsylvania and will be publicly opened after 3:05 PM of the same day. The principal items of work include but are not limited to furnishing and delivering potable water meters, meter readers and appurtenant equipment.

A copy of the proposed Contract Documents and Form of Proposal may be obtained at the Township Water and Sewer Building, 4774 Saucon Creek Road, Center Valley, PA 18034.

Each Bidder shall deposit with its Proposal a certified check or surety company's bid bond payable to "Township of Upper Saucon" in the amount of not less than ten percent of the Total Bid as defined in the Instructions to Bidders. This security shall be forfeited if the successful bidder fails to enter into an agreement with the Township within 10 days after the issuance of a notice of acceptance of the proposal.

A proposal shall be for the complete Work indicated by the Contract Documents. All prices shall be valid through December 31, 2010. All prices shall include delivery to the Township Water and Sewer Building. Meters 2" and larger will be ordered as needed. Proposals shall be submitted in duplicate on the prescribed forms provided and in accordance with the Instructions to Bidders. The transmission of a proposal by facsimile is expressly prohibited. No Bidder may withdraw its Proposal within 60 days after the actual date of the opening thereof. The Owner reserves the right to waive any informality in, or to reject any or all Proposals.

ADVERTISEMENT FOR BIDS

The Upper Saucon Sewage Treatment Authority will receive sealed bids until 2:00 P.M. on March 4, 2010 for the following Contracts:

REFURBISH GRIT HANDLING SYSTEM
Contract No. 15A - General Construction Work
Contract No. 15B - Electrical Work

Sets of the Bidding Documents may be obtained by mail from Upper Saucon Township Water/Sewer Department, 5500 Camp Meeting Road, Center Valley, PA 18034, or in person at Water/Sewer Building located at 4774 Saucon Creek Road, Center Valley, PA, upon a non-refundable payment of One Hundred Dollars ($100) for each set of documents. Checks shall be made payable to Upper Saucon Township. When requesting documents, please include mailing address, telephone number, fax number, and contract number interested in, with the request.

A Certified Check or Bid Bond drawn to the order of the Upper Saucon Sewage Treatment Authority in the amount equal to ten percent (10%) of the amount of the bid must be submitted with the proposal as bid security.

Bids must be enclosed in a sealed envelope bearing the name and address of the bidder and marked with the item to be bid and the date of the bid opening and addressed to Upper Saucon Sewage Treatment Authority c/o Upper Saucon Township, 5500 Camp Meeting Road, Center Valley, PA 18034.

Sealed bids plainly marked "REFURBISH GRIT HANDLING SYSTEM Contract No. 15A - General Construction Work" or "REFURBISH GRIT HANDLING SYSTEM Contract No. 15B - Electrical Work" are to be received at the Upper Saucon Township offices located at 5500 Camp Meeting Road, Center Valley, PA 18034 on or before 2:00 P.M. local time on March 4, 2010 at which time they will be publicly opened and read aloud in the Township Meeting Room by the Authority Engineer. Award of the bid will be considered at the Regular Scheduled Meeting of the Upper Saucon Sewage Treatment Authority on March 8, 2010 at 7:00 P.M.

NONDISCRIMINATION IN EMPLOYMENT

Bidders on this work will be required to comply with the Pennsylvania Human Relations Act No. 222. The requirements for Bidders and Contractors under these enactments are explained in the Specifications.

Except as otherwise provided by law, no Bidder may withdraw his bid within sixty (60) consecutive calendar days after the actual date of opening thereof or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds or the award of a grant or grants.

Install Cured In Place Fiberglass Pipe Liners in Sanitary Sewers

The work in will consist of installation of cured in place fiberglass pipe liners into existing sanitary sewer piping to repair cracked and/or broken sewer pipe and to extend existing slip-lined pipe. Sets of the bidding documents may be obtained by mail from Upper Saucon Township, Water/Sewer Dept., 5500 Camp Meeting Rd., Center Valley, PA 18034, or in person at the Upper Saucon Township Water/Sewer Building located at 4774 Saucon Creek Rd., Center Valley, PA. When requesting documents, please include a mailing address, a telephone number, a fax number, and the contract interested in, with the request.

Award of the bid will be considered at the Regular Meeting of the Upper Saucon Township Municipal Authority on March 8, 2010 at 7:00 P.M.
