CALL TO ORDER
Chairman Gutzmirtl called the meeting to order at 6:00 p.m., in the Public Meeting Room of the Upper Saucon Township Municipal Building, 5500 Camp Meeting Road, Upper Saucon Township, Lehigh County, PA.
PLEDGE OF ALLEGIANCE
Chairman Gutzmirtl asked all in attendance to stand and recite the “Pledge of Allegiance.”

CHAIRMAN’S REMARKS
Chairman Gutzmirtl was able to attend the grand opening of the Saucon Valley Medical Center at 4801 Saucon Creek Road. Dr. Brent Nickischer, D.O., Medical Director, conducted a tour of the new facility.
RETIREMENT OF POLICE K-9 DOG – CHIEF COYLE AND OFFICER FRITTS
Police Chief Robert Coyle announced the retirement of Vito, the police K-9 dog, effective July 5th. Vito served the community since 2002 and worked in conjunction with his handler, Officer Michael Fritts. Vito assisted in 129 incidents. Chief Coyle described the highlights of Vito’s career to the Board of Supervisors. Chairman Gutzmirtl presented Officer Fritts with a certificate recognizing both Vito and Officer Fritts for their service to the community.
PRESENTATION BY LARRY SHAUB OF REINSEL KUNTZ LESHER LP – 2009 ANNUAL AUDIT OF TOWNSHIP ACCOUNTS
Larry Shaub of Reinsel Kuntz Lesher LP provided an overview of the 2009 Annual Audit of Township accounts. The complete audit report is on file in the Township Manager’s office. The Board directed Messrs. Beil and Kassel to devise a plan to address the auditor’s internal control comments and to present this plan to the Administration & Finance Committee.
PRESENTATION BY TRACY ROMAN OF THE PARK & RECREATION COMMISSION – NEIGHBORFEST EVENT PLANNED AT TOWNSHIP PARK
Tracy Roman of the Park and Recreation Commission (PARC) presented a detailed description of the activities planned for Neighborfest, a community event to be held at the Township Park on Saturday, September 25, 2010. Ms. Roman explained that she and members of PARC will be attending meetings of various Township Boards and Commissions to recruit volunteers for the event and to help publicize the event.
SUBDIVISIONS & LAND DEVELOPMENTS
Church of the Assumption BVM Accessibility Improvements – Request for Waiver of Land Development Process
Motion made by Mr. Wagner and seconded by Mr. DeMatos to approve the request of Church of the Assumption BVM for a waiver of the land development review process required by the Subdivision and Land Development Ordinance, conditioned upon the applicant obtaining the Township’s approval of an individual lot grading plan for the construction of a small restroom addition and other minor renovations to the church entrance and sidewalks.
The motion was approved by a vote of 5 to 0.

Motion made by Mr. Gilda and seconded Mr. Wagner to approve the Regular Meeting minutes of June 21, 2010.
The motion was approved by a vote of 5 to 0.

MOTIONS
Request For Payment – Quinn Construction Company, Inc. – Certification No. 4
Motion made by Mr. Horvath and seconded by Mr. Gilda to authorize payment in the amount of $33,570.50 to Quinn Construction Company, Inc., for concrete repair work completed on the Aeration Tank at the Sewage Treatment Plant.
The motion was approved by a vote of 5 to 0.
Request For Payment – Musser Sewer & Septic, LLC – Certification No. 2
Motion made by Mr. Wagner and seconded by Mr. DeMatos to authorize payment in the amount of $8,475.00 to Musser Sewer & Septic, LLC for repairing cracked and/or broken sanitary sewer pipes at various locations throughout the Township.
The motion was approved by a vote of 5 to 0.
Appointment of Open Space Study Committee Members
Motion made by Mr. Wagner and seconded by Mr. Horvath to appoint the following individuals to serve on the Open Space Study Committee: John Inglis, Joaquim DeMatos (Board of Supervisors representative), Peter Staffeld (Environmental Advisory Council representative), Patrick Leonard (Planning Commission representative), Erin Frederick (Environmental Advisory Council representative), Tracy Roman (Park & Recreation Commission representative), William Forster , Samuel Amory, and Michael Eddinger (Southern Lehigh School District representative).
Chairman Gutzmirtl thanked the committee members for their willingness to serve the community.
The motion was approved by a vote of 5 to 0.
Consulting Agreement With Daniel Stahlnecker
Motion made by Mr. DeMatos and seconded by Mr. Gilda to approve a Consulting Agreement with Daniel Stahlnecker to provide consulting services on matters relating to the efficient operation of the Township’s water and sewer systems and to authorize the Township Manager to execute said Agreement on behalf of the Township.
Board members and the Solicitor discussed the details of the Consulting Agreement. The Township is awaiting a decision on whether the Township’s insurance company will agree to name Mr. Stahlnecker as an additional insured on the Township’s policy at no cost to the Township.
Mr. DeMatos amended his original motion by adding the following words to the end of the original motion: “subject to resolution of the insurance issue to the satisfaction of the special committee consisting of Stephen Wagner and Jack DeMatos.” The amended motion was seconded by Mr. Gilda.
The amended motion was approved by a vote of 5 to 0.
Designate Date And Time For Upper Saucon Township Trick Or Treat
Motion made by Mr. Horvath and seconded by Mr. DeMatos to designate Friday, October 29, 2010 from 6:00 pm to 8:00 pm as Upper Saucon Township Trick or Treat.
The motion was approved by a vote of 5 to 0.
Motion made by Mr. Horvath and seconded by Mr. Wagner to designate Saturday, October 30, 2010 from 6:00 pm to 8:00 pm as the rain date for Upper Saucon Township Trick or Treat and to authorize the Township Manager to make the final determination as to whether Trick or Treat will be rescheduled to the rain date.
The motion was approved by a vote of 5 to 0.
Appointment to Southern Lehigh Public Library Board of Directors
Motion made by Mr. Horvath and seconded by Mr. DeMatos to appoint Stephen Wagner to the Southern Lehigh Public Library Board of Directors for a three year term expiring on June 30, 2013.
The motion was approved by a vote of 5 to 0.
